About The Arc Carroll County

The Arc Carroll County was founded in 1955 by a small group of parents of children with developmental disabilities. At that time, these children were excluded from public education and there were no structured social, recreational or educational activities. This group of parents was committed to forming a community-based system to provide necessary services for their children. That first year special education programs were established in the basement of the Davis Library on Main Street in Westminster and in the Mount Airy American Legion.

The Arc of Carroll County does not respect or treat their employees fairly. Employees are over worked and under paid. Employees work full time hours plus overtime but are refused full time benefits. Staff who are actually with the clients taking care of them are seen as just baby sitters even when it comes to the health of the clients. The administration belittles the direct staff not taking them seriously about what is noticed with the clients health. They wait until its too late to do anything for the individuals health and safety. Even when advised to keep clients home to recover from an illness they send the clients in to the day program the day after they return home from the hospital because they do not want to take the time to find coverage the individual needs.

Worked there for three years saw horrible things. Day program workers Would drive to parks to smoke and let all the clients sit on the bus to wait. I have seen group home workers dragging clients along on their own personal shopping trips. Have seen employees give meds without med training completed. Employees have done things like taunting clients and did not get fired while I got fired for clocking in my hours WHILE driving a company car to clients homes.
