OPARC believes that all individuals deserve the human right to be valued members of society regardless of their intelligence or physical capabilities. Many people with disabilities have been denied the training, employment, and social opportunities that make people valued members of their communities. OPARC exists to make training, employment, and social opportunities available and to be the champion for thousands of people with disabilities in the Inland Empire and Los Angeles County.

Founding Story
Stacey has over 30 years of nonprofit servant leadership working with people with disabilities, educational challenges, abuse, and people experiencing homelessness and food insecurities. Growing up in rural Pennsylvania, Proctor realized early on that “helping thy neighbor” is a critical component of life. This guiding force led to a career dedicated to helping people in need. An avid pickleball player, Stacey spends most of her free time playing ball with her pickleball family and enjoying playtime with her rescue pets.
