Early Intervention Program - Office of Maternal and Child Health

WV Birth to Three is a statewide system of services and supports for children under age three who have a delay in their development; or may be at risk of having a delay; and their family. The Department of Health and Human Resources; through the Bureau for Public Health and the Office of Maternal; Child and Family Health; WV Birth to Three; as the lead agency for Part C of the Individuals with Disabilities Education Act (IDEA); assures that family centered; community based services are available to all eligible children and families.;Important Beliefs of the WV Birth to Three System;Families are the 'experts' about their child and family needs. WV Birth to Three is a support for families; assisting them to learn more about their child's growth and development. WV Birth to Three provides information so families can make decisions about what they need to support their child's development. WV Birth to Three helps the family decide how their child can learn; play and grow in the community. Each eligible family works with people on their WV Birth to Three 'team' to develop an Individualized Family Service Plan (IFSP); which lists the services and supports needed to reach the child and family's goals.;Services support the child's participation in learning opportunities within their home and community.;WV Birth to Three services identified on the IFSP are provided at no cost to the family.;Families and children enter the WV Birth to Three system through the designated agency in their local community. The Department of Health and Human Resources contracts with these local agencies to ensure that families receive needed WV Birth to Three Part C early intervention services.
